Arpine Hakobyan, Master’s Student at ISEC, Wins “Proposal for Armenia” Contest

January 15, 2026

At the end of 2025, Arpine Hakobyan, an outstanding student of the “Educational Management” master’s program at the International Scientific-Educational Center of NAS RA (ISEC), won the youth contest “Proposal for Armenia,” organized by the “Gagik Tsarukyan” Charitable Foundation. Her project was recognized as one of the best.

The leadership of ISEC and the entire staff warmly congratulate Arpine on this significant achievement, wishing her continued success in building her career for the benefit of strengthening our country.

Below is coverage of Arpine’s victory in an interview format.

— Arpine, what are your impressions and feelings as one of the contest winners?

— Winning the student contest “Proposal for Armenia” is both meaningful and motivating for me. This success demonstrates that initiative thinking, a responsible approach, and concern for the country’s development are valued. My victory is not only a personal achievement but also a responsibility to continue working with initiative and a state-minded approach for the development of Armenia.

— What was your contest project about?

— I named my project “Close to the Border — Without Borders.” It is the idea of a technically equipped mobile educational platform in the form of a bus, which will allow children living in border communities to acquire developmental knowledge and skills beyond the school curriculum. Within the project, children will have the opportunity to learn wood carving, explore the features of media education, and, thanks to the bus’s equipment, immediately apply this knowledge in practice.

— Are you planning to implement it in real life?

— Since my project was recognized as one of the best proposals, it will be included in the “Proposal for Armenia” program, and I will participate in its implementation.

— You are studying Educational Management at the master’s level. How has your master’s education contributed to the development and shaping of your idea?

— The idea was developed within the course “Project/Program Development and Management” (lecturer — Associate Professor of Pedagogy Atom Mkhitaryan). While creating the project, I applied the skills I acquired during the course. That is why I share my victory with the International Scientific-Educational Center of NAS RA and express my deep gratitude to the teaching staff.
