On 22 April the International Sceitnific-Educational Center of NAS RA will host Dr. Wolfgang Harmgardt, Vice–Rector of Public Administration Academy of RA (Venue: ISEC NAS RA, Room 7.1, time: 14:00, English/German with simultaneous translation), who will speak about the PhD procedures in Germany and the freedom of German universities. The freedom of research is the basis for a scientific teaching process, while university teaching and research are very closely connected.
