DEAN OF ISEC NAS RA ATOM MKHITARYAN AT THE DISCUSSION OF THE DRAFT LAW "ON HIGHER EDUCATION AND SCIENCE" ON PUBLIC RADIO

Dean of the International Scientific-Educational Center of the NAS RA, Ph.D. of Physical and Mathematical Sciences Atom Mkhitaryan participated in the discussion of the draft law "On Higher Education and Science" on the "Dprutyun" program of the Public Radio of Armenia.
Atom Mkhitaryan - What has been said many times during the discussion of the draft law became a reality, because both the professional community and the universities expressed their dissatisfaction with the fact that the highest body of the university that makes decisions should be apolitical. We are not saying that the state should not be particularly involved in the management of public universities, but since the ministerial post is a political position, perhaps it indirectly, but causes indirect dependence, and the universities depend on the political power of the day to which the Constitutional Court responded in the same way.
In the new draft law on higher education and science, all the previous provisions on science no longer apply. In fact, an entire law has become one article and the status of the National Academy of Sciences is not so clear. The draft law addresses very few issues of science.
